The notable change is the end of a year-long plateau. Albania’s index stayed between 171.2 and 175.7 throughout 2025 before climbing from 172.9 in Q4 to 214.
NACE Rev. 2 is the EU’s standard system for classifying industries. This index tracks changes in construction activity against a reference level: 214 is neither a percentage nor a count of buildings.
The longer comparison makes Albania stand out. Its index is 110.2% above its Q4 2021 reading of 101.8. The EU aggregate increased 12.4% over the same period, from 109.5 to 123.1.
That does not mean Albania’s construction industry is larger than those of countries with lower index readings. These figures measure change from a reference point, not the absolute size of each market. What they do show is unusually strong construction momentum, a signal relevant to investment, building-sector employment and demand for contractors and materials.
The index cannot say whether the latest increase came from housing, infrastructure or commercial projects, and Eurostat’s figure does not establish a cause. Given the sudden departure from Albania’s recent range, the next readings will matter in distinguishing a lasting acceleration from a strong quarter.
