2026 Comprehensive Surveillance Review (CSR) conducted stakeholder surveys for Country Authorities (CAs), IMF Executive Directors (EDs), and IMF Mission Chiefs (MCs). The CA survey was conducted between November 25, 2025 and March 10, 2026, the ED survey between September 23 and December 2, 2025, and the MC survey between September 30 and December 2, 2025. The surveys for CAs, EDs, and MCs had a similar format and composition, and included 42 questions. Most questions were multiple-choice questions but included an option to provide additional comments in a free-form text. In line with survey-design best practices, response options within each question were randomized across stakeholder groups and neutral language was used throughout. The ED survey was fully anonymous, whereas the CA and MC surveys collected country names solely for survey administration and analytical purposes. The CAs survey was distributed to both Ministries of Finance and Central Banks of IMF member countries, and was made available in Arabic, English, French, Russian, and Spanish. This database contains only the number of respondents of each option of all questions, but does not include text answers which are withheld to preserve respondents' confidentiality.
The 2026 CSR also conducted the survey for Civil Service Society Organizations (CSOs). The details and results are available at https://www.imf.org/en/topics/comprehensive-surveillance-review/cso-public-consultation-2026.
