Poland counts fewer postal operators under new rules

Poland’s official series lists 17 postal operators serving local areas in 2025, down from 50 in 2024. The government says the decline largely reflects an exemption that removed many small operators from full reporting, not a comparable collapse in the market.

This is a break in measurement, not evidence that 33 operators simply disappeared. The statistic counts operators classified as working within a local territory rather than across a broader area.

Poland’s postal deregulation proposal says operators earning less than PLN 400,000 were exempted from full reports from 2025, reducing the reporting population by as much as 80%.

The chart therefore needs a large health warning. Before 2025, the series ranged from 50 operators in 2024 to 80 in 2013; it began at 70 in 2010. The new reading of 17 is technically the lowest in that history, but it is not directly comparable with those earlier counts.

For consumers and policymakers, the number cannot show that local postal services or competition declined by the same amount. It now says more about which small businesses must submit full reports than about how many operators remain active.
